I would give my Hydros each of the following:
Potions
-intelligence potion- the Hydra aren't known for their intelligence and since Hydros is a Hydra he isn't exactly the smartest dragon in the place, but if he is then he can hunt with more success and can hunt more animals then before.
-speed potion - Hydra since they are such big creatures often lose speed espiecally when it comes to fighting. It will also provide more protection against the other dragons in the sky
-senses potion- If my dragon can improve it's mind, body and soul, by gaining intelligence, speed, and now senses he can gain an almost perfect hunting ability, and can defeat almost any animal that comes in it's path. I didn't pick the strength potion because then it would get too bored and won't get competition, it is also one of the strongest in it's area so it often isn't defeated that easily.
Ability Potion
-Lightening- despite it's ability to fly it only has so much of an ability to do so. Hydros may have the ability of fire and ice but nothing of use to the skies. When he's in air he might need protection against the other dragons, or a much more experienced creature in the sky.
-air- just about the same reason as lightening
-earth- Despite it's usefullness in air and water with it's improved abilities it still leaves the earth defenseless. Hydros needs protection against creatures of land as well.
New Location
-lake- Hydros is a water dragon first and foremost. It's home is in the water. If he lives somewhere else for a while he could survive but only for oh so long. In water. Hydros is the strongest, and there aren't that many rocks there to have his immortal head.

potions
Intelligance Potion-so that Quetzalcoat can be more strategic in capturing prey
and
Reflex Potion- so that Quetzalcoat ,combined with his speed, can doage and counter anything his prey can dish out no matter how strong
ability potion
Ice breath-because ice unlike other skills can be used perfectly with his strategicness gained from the Intelligance Potion
location
Enchanted Forrest-because like most snakes he likes the shady area to rest and so that his prey cant notice him
